BAB I PENDAHULUAN 1.1  Latar Belakang                 Reformasi membuka jalan bagi setiap orang untuk menyuarakan keadilan ekonomi, politik, sosial budaya, dan pelayanan. Pendekatan pembangunan yang sentralistik selama Orde Baru berkuasa 32 tahun ternyata telah banyak menimbulkan kesenjangan yang menimbulkan rasa ketidakadilan.
